Latest Update on Physiotherapy Central Council

In a very recent development; Government of India has been advised to establish a single regulatory body to oversee all the professions related to health sciences including our own Physiotherapy.

The main aim behind proposing, this complete overhaul & scraping of all regulatory bodies, including the Medical Council of India, Dental Council of India, Pharmacy Council, Nursing Council and Rehabilitation Council of India is cleansing the medical education system in the country according the task force of the union health ministry which recommended the formation above said Council. Members of the task force of union health & family welfare ministry also submitted that “Professional councils have been set up to regulate the practice of their respective professions, including education. However, many of these councils have drawn criticism from all sections of society and got judicial censure on several occasions.”

The new body will be called as National Council for Human Resources in Health. The prime objective of this apex body will be to carry out assessment and accreditation of institutions, imparting training in health science courses across India. Broadly, this body will have seven different departments namely Medicine, Nursing, Dentistry, Rehabilitation and Physiotherapy, Pharmacy, Public Health/Hospital Management and Allied Health Sciences, which will look after their concerned streams.

The best part about this proposed single regulatory body will be that; this council will be constituted as an autonomous body independent of government controls with adequate power, including quasi-judicial (actions of an agency, board, or other government entity in which there are hearings, orders, judgments or other activities similar to those conducted by courts).

Some people might consider keeping Physiotherapy with Rehabilitation (under this proposed body) similar to the notification of Ministry of Social Justice & Empowerment in October 1998 mentioning inclusion PT’s under the RCI act, but we must take in account that under this single regulatory body PT’s will be placed along with Medicine & Dentistry fraternity also, which have been our demand since the birth Physiotherapy in India.

I am sure each one of us will have his/her own perceptions & assumptions out of these recommendations but considering the need of the hour, we must come forward and welcome the formation of this regulatory body and try to pull in support form all possible level to have the recommendations made by the department related parliamentary standing committee on health & family welfare in context of Paramedical & Physiotherapy Central Council Bill-2007 in October 2008, also be considered while constituting the Rehabilitation & Physiotherapy Cell under the said body.
